Meta ads for local service businesses: creative first, targeting second
How Meta’s automated delivery changed targeting, how to brief an ad that finds the right local customer, and the follow-up that makes leads worth paying for.
On Meta, the ad itself now does most of the targeting. Keep the audience broad inside your service area, and make the creative specific about the place, the problem and the result. Test hooks before audiences, send leads straight into your CRM, and judge the campaign on cost per booked job.
- With Advantage+ audience, your targeting choices act as suggestions. Location and minimum age stay as fixed controls.
- A specific ad attracts specific people. A generic ad attracts everyone and converts few.
- Study competitors’ live ads for free in the Meta Ad Library before you write your own.
- Lead-form leads go cold quickly. Connect the form to your CRM and reply within minutes.
Key terms explained (11)
- CRM
- Customer relationship management software: one place that stores your contacts, conversations, appointments and deals. GoHighLevel and HubSpot are examples.
- API
- Application programming interface: the way two pieces of software send information to each other.
- Call to action
- The button or link that tells visitors what to do next, such as “Book a call”.
- Conversion
- When a visitor does what you want them to do, such as booking, buying or filling in a form.
- Cost per lead
- What you spend to get one enquiry: total spend divided by the number of leads.
- Speed-to-lead
- How quickly you respond to a new enquiry. Faster replies win more of them.
- Service area
- The towns or region a business travels to. Service-area businesses can hide their address on Google Business Profile.
- Advantage+
- Meta’s automated ad settings, which let its system choose audiences, placements and creative combinations.
- Meta Pixel and Conversions API
- The Meta Pixel is code on your website that tells Meta which ad visitors took action. The Conversions API sends the same information from your server or CRM.
- Hook
- The opening of a video or post, usually the first one to three seconds or first line, written to make people keep watching or reading.
- Integration
- A ready-made connection between two tools, so information moves between them automatically, for example from your website form into your CRM.
Why does creative matter more than targeting now?
Meta’s ad delivery has moved steadily toward automation. With Advantage+ audience, the detailed targeting options you select are treated as suggestions, and the system can show the ad beyond them when it predicts better results. A few controls stay fixed, including location and minimum age. Jon Loomer’s explainer on how Advantage+ audience works covers the mechanics in detail.
The practical result: the system learns who to show the ad to from who stops, watches and clicks. If your ad shows a recognisable local problem, locals with that problem engage and the system finds more people like them. If your ad could be for any business anywhere, the signal is noise.
How should I set up a campaign for a local service business?
- Objective. Choose Leads if you want form submissions or calls. Choose Sales or Leads with a website conversion if you send traffic to a landing page with tracking installed.
- Location. Set your real service area: a radius around your base or a list of towns. This is the control that matters most.
- Audience. Leave it broad inside that area. Add a minimum age if your service requires it.
- Placements. Start with automatic placements so the system can find the cheapest results across Facebook and Instagram.
- Budget. Use one campaign and one ad set to begin with, so the budget isn’t split too thinly for the system to learn.
If you advertise housing, employment or financial products and services, Meta requires you to declare a Special Ad Category, which limits targeting options. Check the Meta Business Help Center before you launch.

How do I brief an ad that does the targeting for me?
Give every ad four parts:
- Hook (first line, first three seconds). Name the problem and the place: “Ice dams again this winter, Barrie?” The right person should stop scrolling.
- Proof. Show a real result. Before and after, the finished job, a customer’s words used with permission.
- Offer. One concrete next step with a reason to act: a free roof inspection this month, a fixed-price quote in 24 hours.
- Call to action. One button that matches the offer.
Before you write, search your category in the Meta Ad Library. It shows the ads any page is currently running. Ads that have been live for months are usually the ones that work. Note their hooks and formats, then make your own version with your own proof.
Produce three to five variations: the same offer with different hooks, and a mix of a short phone video, a before-and-after image and a simple text-on-photo ad. Canva and CapCut are enough for all of them.

Fill in the six boxes to get a four-part brief you can hand to whoever makes the ad.
The examples are placeholders. Use a real job and a real offer.
What should I test first?
Test the hook, because it decides who stops. Keep the offer and audience the same and change only the opening line and first frames. Let each ad run long enough to gather a fair number of results before judging, and avoid editing the ad set every day, since frequent edits restart the system's learning. Once you have a winning hook, test the offer. Test audiences last.
Should I use a lead form or a landing page?
| Instant lead form | Landing page | |
|---|---|---|
| Friction | Low. Details are pre-filled. | Higher. The visitor leaves the app. |
| Lead volume | Usually higher | Usually lower |
| Lead quality | Mixed. Add a qualifying question and use the higher-intent form type. | Usually better, because the visitor read more |
| Best for | Simple, urgent services and small budgets | Higher-priced services that need explanation |

What happens after someone becomes a lead?
This is where most local campaigns succeed or fail. A lead from a form was scrolling a minute ago and will be doing something else a minute from now.
- Connect the form to your CRM (customer relationship management software) natively or through Zapier, so the lead is created instantly.
- Trigger a speed-to-lead reply: a text and an email within a minute, and a call within ten.
- Send results back to Meta. The Conversions API lets you report which leads became booked jobs, so the system optimises for customers and not only for form fills. Many CRMs offer this as a built-in integration.
Which numbers should I watch?
Cost per lead is the number Ads Manager shows first, and the least useful on its own. Track the chain: cost per lead, lead-to-booking rate, booking-to-job rate, and cost per booked job. A campaign with expensive leads that book is better than one with cheap leads that never answer.

Frequently asked questions
Should I still use interest targeting?
You can add interests as suggestions, but test them against broad targeting inside your service area. For most local services, broad targeting with specific creative performs as well or better.
How much should a local business spend on Meta ads?
There is no fixed number. Start with a budget you can sustain for at least a month, enough to generate a steady flow of leads for the system to learn from, and scale only when cost per booked job is profitable.
Is boosting a post the same as running an ad?
No. Boosting is a simplified option with fewer controls. Ads Manager lets you choose the objective, placements, lead forms and tracking, which is what a lead-generation campaign needs.
